BACKGROUND

The Board is requested to amend Resolution 2003-321 to change the County Manager’s level of authority to transfer funds for approved budgeted line items within a department, by removing the current threshold of $25,000 (excluding fund balance transfers and line-item transfers between departments).  The County is attempting to gain efficiency and effectiveness wherever possible in regard to the new Tyler/Munis software system that will be deployed in July.  Currently, the labor-intensive, paper process, requires a considerable amount of time to get a large budget change request signed and keyed, which is frustrating to departments and those we are trying to serve.  This new change allows for internal and external service departments to provide prompt and courteous service as the budget change can be now be processed in a more timely manner.  It will in no way impact those items that are required by Statute to come before the board, or any items specified in the budget ordinance.  Departments would not be permitted to move money that has not been budgeted and funds must exist in order to do a transfer between line items.  A designee from Budget, Finance and the Manager’s office will continue to approve all requested transfers.  The County Manager will also continue to provide the Board with a report of such transfers at the next regularly scheduled BOC meeting.
