BACKGROUND
The Gaston County Sheriff’s Office has identified the need to source an upgraded body scanner to replace an obsolete, non-upgradeable body scanner that has exceeded the end-of-life risk of failure status. The new scanner (Tek84 Intercept Body Scanner) will be critical in detecting contraband and ensuring the safety and security of both officers and inmates that enter in the facility for weapons, knives, drugs and any additional illegal objects.
The Sheriff’s Office evaluated available body-scanning technologies and determined that the Tek84 Intercept Body Scanner provides a combination of operational and technical capabilities necessary for the Gaston County Jail that are not reasonably available through competing products. These capabilities are attached to this Board Action.
Based upon this evaluation, the Sheriff’s Office determined that performance competition for the required product is not available and recommends purchase of the Tek84 Intercept Body Scanner.
POLICY IMPACT
Approval constitutes the Board of Commissioners authorization to utilize the competitive bidding exception provided by N.C.G.S. ~ 143-129(e)(6) for this purchase.
