BACKGROUND
At the Fire Advisory Board Meeting on September 18, 2019 Chief David Flanary presented a Certificate of Need for Spencer Mountain Road VFD (attached). They are planning to build a new fire station. This will include all furnishings and landscaping of the property around the station. Their current station was built around 1980 and is in need of major remodeling. They plan to sell the existing building and land and use the proceeds toward the new building. They plan to finance $3 million through South State Bank or Community Leasing Partners, with a down payment of $250,000. Rate and annual payments are to be determined, with a 30-40 year payment plan. The tax rate adjustment granted in FY 2020-2021 will be used in funding the payments. They expect to break ground 1/1/20. Crescent Construction will be the builder. Matt Kanupp made a motion to recommend to the Commissioners that they extend the Certificate of Need to Spencer Mountain Road VFD. Bryan Robinson seconded the motion. There was no further discussion or opposition. The vote was unanimous. The motion carried.
