BACKGROUND
Gaston County Parks and Recreation maintains and manages a system of 18 parks including the Dallas Park. The 90-acre Dallas Park was constructed in the 1970s and the park includes baseball/softball fields, equestrian facilities, fishing lakes, picnic shelters, tennis courts, and a historic village. In 2013, Parks and Recreation completed an update to the Dallas Park Master Plan and in 2017, Parks and Recreation updated Parks and Recreation Comprehensive Master Plan for all County parks. More than 500 people provided input and voiced support for new park amenities included in the Dallas Park plan. The NC Parks and Recreation Trust Fund (PARTF) provides dollar for dollar matching grants to local governments for recreation projects to serve the public. Gaston County Parks and Recreation requests the Board of Commissioners to authorize the submission of a 2019 PARTF grant application in the amount of $250,000. If the grant is approved, Gaston County would be required to provide matching funds totaling $250,000. Grant funds would be used to complete projects in the Board of Commissioners approved Dallas Park Master Plan which include a splash pad, new restroom facility, shade structure for the existing park playground, new playground, and paved walking trail around the park lake on Sportsman Drive. These new amenities will provide much needed recreational activities to the citizens of Gaston County.
