BACKGROUND
In May 2021, Gaston County was awarded $43,612,126 in ARPA federal funds to meet urgent community needs in the wake of COVID-19. On April 26, 2022, Resolution 2022-141 approved and appropriated funds for the Chapel Grove Elementary Waterline Extension. On April 26, 2022, Resolution 2022-143 authorized the execution of a professional services contract for the design of the waterline infrastructure. On November 12, 2024, Resolution 2024-394, appropriated additional funding for construction of the Chapel Grove Waterline Extension Project.
The Chapel Grove Waterline Extension Project was publicly advertised, and bids were received and publicly opened on March 27, 2025. A total of four (4) bidders submitted proposals and the results are below. Double R Utilities, Inc. submitted the apparent low, responsive, responsible bid of $3,287,610.85. Double R Utilities, Inc. has identified 0% HUB/MWBE participation in this project due to Double R Utilities, Inc. self-performing the work.
