Earlier this fiscal year, the Board of Commissioners approved the appropriation of CIF Fund Balance to purchase FY23 new and replacement vehicles (Board Action 2022-216). Appropriation is to be reimbursed by debt/loan package this fiscal year. Loan payments were included in the FY23 adopted budget.

BACKGROUND
DHHS - Social Services vehicles must be procured per the Uniform Guidance (UG) requirements since federal reimbursement is involved.
A formal bid request for (5) Midsize Sedans and (2) Minivans was publicly announced in the Gaston Gazette on October 5, 2022. Due to insufficient interest, the bid was posted again on October 24, 2022. There are fewer manufacturers producing mid-size sedans and minivans than in prior years plus the market is volatile this year. The request was also posted on the NC HUB twice as affirmative steps to solicit quotes from M/WBE dealers. Bid Requests were sent to 18 potential bidders.
Four bids were publicly opened on November 9, 2022:

Sedan award is recommended to the low responsive sedan bidder Nissan of Clinton for (5) Nissan Altima sedans x $25,318 = $126,590.
Minivan award was intended to be to the low responsive bidder Performance Auto Group for (2) Chrysler Pacific Minivans. At the time of bidding, Performance understood the factory order bank would open in December. However, Performance was notified on 12/5/22 that the factory will not accept government orders. With the supply chain issues, some automobile makers are reserving the limited production capacity for retail sales and not government sales.
