BACKGROUND
The Bureau of Justice Assistance (BJA) administers the State Criminal Alien Assistance Program (SCAAP) in conjunction with the U.S. Immigration and Customs Enforcement (ICE), Department of Homeland Security (DHS). SCAAP provides federal payments (i.e., reimbursements) to states and localities that incurred correctional officer salary costs for incarcerating undocumented criminal aliens with at least one felony or two misdemeanor convictions for violations of state or local law and who have been incarcerated for at least 4 consecutive days during the designated 12-month reporting period. The reporting period for the FY 2023 program was July 1, 2021, through June 30, 2022.
SCAAP funds must be used for correctional purposes only. Jurisdictions receiving SCAAP awards are asked to report the projected use of these funds at the time the award is accepted. There are no restrictions placed on the time permitted to spend the money awarded because SCAAP funds are considered no year funds.
