BACKGROUND

The Special Program account (10-4380-298-000 project 04291-0001) from fiscal years 2014 and 2015 has a total of $6,026.00 that has not been spent or appropriated to the current fiscal year budget. The funds originated from the NC State reimbursement of spay/neuter vouchers and donations from various sources for the use in the Gaston County Spay/neuter Voucher program. GCACE would like these funds appropriated for the use in the spay/neuter voucher program for the current fiscal year (2015-2016) to assist in the surgical sterilization of the pets of citizens that fall below 100% of the federal poverty level.
