BACKGROUND

On March 24, 2026, the Board of Commissioners directed the formation of an ad hoc committee to examine the Board’s procedures. During subsequent meetings, the Committee discussed changes to how the Board considers items related to large capital projects. After multiple meetings, the Committee recommended the adoption of the attached Resolution.

POLICY IMPACT

If adopted, the resolution would amend the Board of Commissioner’s procedures to require that agenda items related to capital projects estimated to cost at least $300,000 be placed on a separate non-consent agenda. It would also require agenda packets to include a Capital Improvement Tracker that provides information about individual capital projects, including their progress, budget impacts, and overall status.
