BUDGET ORDINANCE IMPACT

Increase revenues by $34,938 and appropriate $34,938 into the CDBG Program Income account.

BACKGROUND

NC Department of Commerce/Division of Community Assistance is the State administering agency for the Community Development Block Grant Economic Development Program whose funds are designed to generate economic opportunities for low-to-moderate income households. Full rehabilitation projects and/or emergency repairs assist owner-occupied, single-family, low-income homes in Gaston County. Costs for the rehabilitation projects are assigned to the homeowner for 8 years with one-eighth of the loan amount forgiven each year.  If a homeowner dies and the family chooses to place an occupant in the home whose income does not meet CDBG guidelines, the outstanding balance must be returned to the County.  This revenue represents seven-eighths of the rehabilitation costs for a property whose owner is now deceased. The County will use the program income to rehabilitate or make emergency repairs to other homes.
