The total grant amount, including matching funds, totals $63,690. Of this total, $50,090 was included in the FY26 Adopted Budget ($23,245 State grant funds and $26,845 salary match). This Board Action and Budget Change Request recognizes the remaining $13,600 in State and Federal grant revenues and transfers the budgeted revenue and expenditures into the appropriate grant project accounts.

BACKGROUND
The purpose of this Contract is to establish the procedures for the Division of Soil and Water to provide district matching funds and support for technical assistance to the Grantee (Gaston Soil and Water Conservation District). This Contract is funded by State appropriations of $26,845 and up to $10,000 of additional Federal appropriations. Funds for district operating support are allocated to each county equally, subject to that District’s documentation that matching funds equal to or exceeding the allocated amount are available for match. NRCS Inflation Reduction Act (IRA) Technical Assistance Supplement - supplemental Technical Assistance funds are eligible to claim, up to $10,000 by September 30, 2025, for deliverables provided according to the unit costs set by NRCS. After September 30, 2025, unclaimed funds will be recalled and added to funding for the next fiscal year, and a new payment cap will be established.
