BACKGROUND
In May 2021, Gaston County was awarded $43,612,126 in federal funds to meet urgent community needs in the wake of COVID-19. On April 26, 2022, Board Resolution 2022-141 approved and appropriated funds for the Lowell Elementary Waterline Infrastructure Project. On April 26, 2022, Resolution 2022-142 authorized the execution of a professional services contract for the design of the waterline infrastructure.
Section 160A-461 of the North Carolina General Statutes authorizes units of local government to enter into interlocal agreements for any undertaking. Gaston County and the City of Lowell desire to jointly extend City infrastructure to serve Lowell Elementary School. The Lowell Elementary School currently receives water service from the Town of McAdenville.
The purpose of the interlocal agreement between the County and the City of Lowell is to set forth the terms and conditions under which the County will construct, and the City of Lowell will operate and maintain the waterline infrastructure.
