BACKGROUND

The Gaston County Solid Waste Division utilizes the Renewable Energy Center to convert methane gas from the landfill into electricity that is sold to Duke Energy. The Renewable Energy Center utilizes 3 engines that are specially designed to operate on landfill gas. Replacement engines take a minimum of 16 weeks to ship. Gaston County Solid Waste is seeking to build a storage facility that will house a spare engine and provide a space to prepare the spare engine for potential service. This will allow the Renewable Energy Center to return to full output quickly should an engine stop working. Gaston County Public Works publicly advertised the project on August 9, 2020. On September 3rd at 2:00 pm bids were publicly opened with the following results:

Based on the bids received, T.C. Strickland is the contractor submitting the lowest responsible, responsive bid. We have negotiated with T.C. Strickland in an effort to reduce overall project costs. The final cost after the value engineering process is $690,300. This includes construction and estimated oversight and testing services.  Approval of this Board Action and attached Budget Change Request formally selects T.C. Strickland Construction Company, Inc. to perform the construction work associated with this project and authorizes the County Manager or her designee to execute necessary contracts for construction, oversight and testing services. No General Fund Appropriations are necessary as a result of this Board Action.
