BACKGROUND
The Gaston County Board of Commissioners approved funding in the FY 21-22 budget to complete ADA improvements at various County facilities. Due to age and continued usage of these facilities, the buildings are in disrepair and do not meet current accessibility requirements. Tindale Oliver previously conducted an in-depth study of various County Facilities and provided ADA remediation recommendations to Gaston County. Based on the results of that study, Little Diversified Architectural Consulting designed the needed repairs and prepared bidding documents for public bidding purposes. The ADA renovation project at the Main Library was publicly advertised on July 25, 2021 and a bid opening was held August 31, 2021 with the following results:
Hostetter & Sons Construction, Inc. $669,890
Catalyst Construction $676,360
Elford, Inc. $700,200
Quinn Sales $724,060
Edison Foard $737,330
Walter B. Davis Company $762,004
JM Cope Construction $767,100
TC Strickland Construction $770,000
Msquare Construction $852,120
Based on the bids received, this Board Action deems Hostetter & Sons Construction, Inc. as the contractor submitting the lowest responsible, responsive bid. Hostetter & Sons submitted a proposal which includes a 9.1% MWBE participation by current HUB/MWBE subcontractors certified with the NCDOA. Approval of this Board Action formally selects Hostetter & Son Construction, Inc. to perform the repair work associated with the project, directs the County Attorney to draft all necessary contract documents, and authorizes the County Manager or her designee to execute said documents for $669,890.
