BACKGROUND
The Gaston County Solid Waste and Recycling Division is committed to providing a safe, economical, and environmentally sensitive waste disposal facility for the citizens and businesses of Gaston County that meets or exceeds all applicable State and/or Federal regulations. Gaston County has operated convenience sites around the County since the early 1990’s. Due to growth in the County since that time, it is necessary to update those facilities to meet the current and future needs of our residents. Gaston County contracted with LaBella Associates to design a new Convenience Site in the Lake Wylie area to replace the current New Hope Convenience site. The construction bid for the New Hope Recycling Facility was publicly advertised on August 20, 2025; however, less than the required three (3) bids were received. Re-advertisement occurred on September 19, 2025, in the Charlotte Observer, HUBSCO, the Gaston County website, and Duncan Parnell. A non-mandatory pre-bid was held at the Office of Capital Improvements on September 3, 2025, at 10:00 AM. Two sealed bids were publicly opened on October 2, 2025, as allowed by NCGS 143-129, with the following results:

In addition to construction, and to comply with State and Federal regulations, Gaston County is required to provide project administration and testing services for construction. LaBella is the engineer of record and will be charged with oversight of the project as it relates to design permit approval, and management of quality assurance and testing.
Based on bids received, this Board Action deems Gais Construction, Inc. as the General Contractor submitting the lowest, responsive, responsible bid. Approval of this Board Action formally selects Gais Construction, Inc. as the successful bidder, directs the County Attorney to draft all necessary contract documents and authorizes the County Manager, or his designee, to execute the necessary contract documents for construction, oversight, and testing services, and transfers the required funds into the appropriate construction account for expenditure purposes.
