BUDGET ORDINANCE IMPACT

Transfers ownership of Vehicle # 548 to Crowder’s Mountain Volunteer Fire & Rescue (CMVFR).

BACKGROUND

Gaston County has designated Vehicle # 548 (VIN# 2FAFP71W56X157637) to be in poor condition, uneconomical for continued use and, as having met the established surplus criteria.  This vehicle was previously declared surplus and authorized for sale via Resolution 2016-178, adopted on June 28, 2016.  Vehicle # 548 is a 2006 Ford Crown Victoria with 157,919 miles and was assigned to County Police.  Crowder’s Mountain Volunteer Fire & Rescue has requested a surplus vehicle for use as a dedicated administrative vehicle.  This Board Action authorizes the County Manager to transfer Vehicle # 548 to CMVFR for $1 or, in the event the vehicle is not in acceptable condition at time of transfer, to substitute another, similar surplus vehicle.  Further, this transfer is conditioned upon the understanding that all expenses including, but not limited to, repairs, motor fuels and lubricants, tags, inspections and any other costs associated with purchase and ownership will be the sole responsibility of CMVFR.  Crowder’s Mountain Volunteer Fire & Rescue agrees to use the vehicle only for official agency use, the vehicle may not be sold or title transferred to another person or entity within a minimum of two years after purchase from Gaston County and, the vehicle is purchased in an “as is, where is” condition.  Gaston County does not warrant in any way the condition or future operation/reliability of said vehicle.  Approval of this Board Action authorizes the County Attorney to prepare a written agreement establishing the terms and conditions of the vehicle sale and authorizes the County Manager or his designee to execute said agreement and other documents as may be necessary for vehicle sale to CMVFR.
