BACKGROUND

On January 8, 2024, the Gaston County Sheriff’s Office issued a Request for Proposal (RFP) for inmate medical services at the Gaston County Jail. The Sheriff’s Office received proposals from the following providers: Advanced Correctional Healthcare, IMS Correctional Health, MediKO, Reserve Health and Well Path.

 

On March 13, 2024, the Sheriff’s Office found the proposal submitted by Reserve Health P.C. (RH) to represent the best value and recommends that the County award the contract to RH. Their proposal was the most advantageous to the County as it provides a robust behavioral health and substance abuse program in addition to high-quality medical care.  The key terms are as follow:

                     The initial one-year term runs July 1, 2024 through June 30, 2025.  Two (2) additional, two (2) year, renewal terms will occur automatically unless cancelled.

                     The annual fee is $4,299,476.00.  The initial year will include an additional $100,000 that recognizes a portion of the cost for necessary medical equipment, bringing the Year 1 total fee to $4,399,476.00.  The additional $100,000 for medical equipment is for Year 1 only.

                     The Year 2 fee is $4,299,476.00 + 3% (which recognizes employee wage increases).  Each subsequent year the annual fee will increase by 3%.

                     Small fee increases are included if the Monthly Average Daily Population exceeds 620 by 5% or more.  (5% of 620 = 651).  Note - the facility maximum capacity is 664.

                     Medical services will be provided to all inmates that sleep at the Jail or Jail Annex.  (Bureau of Prison (BOP) contract inmates are the sole exception - BOP provides their medical services.)

                     Medical services that require hospitalization or specialized care are not provided pursuant to this contract, which covers primarily routine medical, dental, mental health, substance abuse and related health care services, e.g. sutures and IV’s.
