BACKGROUND
The Gaston County Parks and Recreation Department has identified a site on the east side of Dallas Park where restroom facilities are needed. The improvements to this area of the park include a new pre-engineered, manufactured restroom building, a sidewalk around the restroom to connect to the existing parking lot, and extension and connection of site utilities. Benesch, Inc. has provided design and bid administration services and will provide construction administration services for the construction of this project.
Procurement of Construction and Repair Contracts using federal funds involves using the most restrictive requirements of the Uniform Guidance (UG)” sealed bid" procedure (2 C.F. R. § 200. 320(b)) and state formal construction and repair bidding procedures (NCGS) 143-129. Gaston County Public Works staff developed an Invitation to Bid packet in accordance with the statutory requirements and to meet the UG's affirmative steps to solicit from minority firms. The project was publicly advertised on January 18, 2024 with Duncan Parnell and HUB. Gaston County's MWBE Business Inclusion Outreach Coordinator was also notified. Bids were received and publicly opened on February 8, 2024. A total of six (6) bids were received and opened with the results listed below. G.W. Liles Construction Company submitted the apparent low bid in the amount of $347,950.00. Staff has reviewed the bid and found it to be a responsive and responsible bid.

Approval of this Board Action formally awards the project to G.W. Liles Construction Company to perform the work associated with the project, directs the County Attorney to draft all necessary contract documents, and authorizes the County Manager, or her designee, to execute said contract for an amount of $347,950.00.
