BACKGROUND
Gaston County Department of Health and Human Services (DHHS) currently operates a Family Visitation Center at First United Methodist Church in Gastonia. A visitation center offers a safe and supportive place for families to visit with their children who have been removed from the home. DHHS would like to relocate the existing services to a County-owned building located at 1019 Fire Ranger Way, Dallas, NC. DHHS will use the renovated center as a landing spot with a residential environment for children that are taken into custody. Gaston County Public Works contracted with Biloba Architecture to provide design and bid services for the renovation of the facility.
The project was publicly advertised, and bids were received on November 2, 2023. A total of three (3) bidders submitted proposals. Quinn Sales, Inc. dba Custom Building Systems submitted the apparent low, responsive, responsible bid of $1,073,446.00.

Approval of this Board Action formally awards the project to Quinn Sales, Inc. dba Custom Building Systems to perform the work associated with the project, directs the County Attorney to draft all necessary contract documents, and authorizes the County Manager, or her designee, to execute said documents. Quinn Sales, Inc. dba Custom Building Systems has identified 0% HUB/MWBE participation for this project.
Approval of this Board Action also appropriates $100,000.00 from Public Works to DHHS for the repaving of the parking lot.
