BACKGROUND

Gaston County helps to support three high school EMT programs in the Gaston County School system through equipment, vehicles, and events.  In 2016, the County surplussed vehicle 872 (Resolution 2016-178) and approved the sale to Gaston County Schools (Resolution 2017-123) for use in the Stuart Cramer High School EMT Program.  The vehicle has been kept up and is in relatively good condition, however, it is too large for them to conduct the small amount of driver training required by NCOEMS and NCDOI.  Stuart Cramer has requested the surplus of a van style ambulance for their purposes.  At present, the only certified instructor for the driving portion of their training is the Stuart Cramer EMT Instructor.  In addition, the Gaston County Sheriff’s Office has requested a used ambulance to use as a drone truck by the regional SWAT team.  Unit 872 (GCS 8505 - 2008 Freightliner ambulance/VIN 1FVACWDK98HZ30619) would be a good choice for the drone truck.  GEMS Unit 938 is a 2017 Ford Transit ambulance with a VIN of 1FDRS4XG4HKA02521.

Approval of this Board Action:

1)                      Formally declares GEMS Unit 938 as Surplus (designated to be in poor condition, uneconomical for continued use as an active duty ambulance, and as having met the established replacement criteria).

2)                      Authorizes the transfer of GEMS Unit 938 to Gaston County Schools for use in the Stuart Cramer High School EMT Program in exchange for GCS Unit 8505 (Previous GEMS unit 872).

3)  Authorizes the County Attorney to prepare a written agreement establishing the terms and conditions of the vehicle exchange and authorizes the County Manager or her designee to execute said agreement and other documents as may be necessary for vehicle exchange and title transfer to Gaston County Board of Education / Stuart W. Cramer High School.
