BUDGET ORDINANCE IMPACT

Transfers ownership of vehicles #466 and #510 to the Ranlo Police Department.

BACKGROUND

Gaston County has designated Vehicle #466 (VIN# 1FAFP5322YA161476) and Vehicle #510 (VIN# 2FABP7BX149599) to be in poor condition, uneconomical for continued use and as having met the established surplus criteria. These vehicles were previously declared surplus and authorized for sale via Resolution 2021-131 adopted April 27, 2021. Both vehicles were previously assigned to Gaston County Police. Vehicle #466 is a 2000 Ford Taurus with approximately 141,250 miles and vehicle #510 is a 2011 Ford Crown Victoria with approximately 150,450 miles. Ranlo Police Department requests these surplus vehicles. Pursuant to N.C.G.S. 160A-274, this Board Action authorizes the County Manager to transfer these vehicles to Ranlo Police Department for $1 each, in the event the vehicles are not in acceptable condition at the time of transfer, to substitute another, similar surplus vehicle. Further, this transfer is conditioned upon the understanding that all expenses including, but not limited to, repairs, motor fuels and lubricants, tag, inspections and any other costs associated with purchase and ownership will be the sole responsibility of Ranlo Police Department. Ranlo Police Department agrees to use the vehicles only for official agency use, the vehicles may not be sold or titles transferred to another person or entity for a minimum of two years after purchase from Gaston County and the vehicles are purchased in “as is, where is” condition except County owned equipment which will be removed. Gaston County does not warrant in any way the condition or future operation/reliability of said vehicles. Approval of the Board Action authorizes the County Attorney to prepare a written agreement establishing the terms and conditions of the vehicles’ sale and authorizes the County Manager or her designee to execute said agreement and other documents as may be necessary for vehicles’ sale and title transfers to Ranlo Police Department.
