BACKGROUND
The Gaston County Solid Waste and Recycling Division is committed to providing a safe, economical, and environmentally sensitive waste facility for the citizens and businesses of Gaston County that meets or exceeds all applicable State and/or Federal regulations. As part of that commitment, the Division continually looks for ways to optimize gas collection, transmission, and power production at the Renewable Energy Center. Over time, more gas is generated in newer landfill cell areas being filled with waste. Older sections of the collection system also need maintenance to ensure optimal operation. To best maximize the potential gas recovery from the landfill, the Division solicited an assessment of the current system. Now with the results of that assessment, it is necessary for the Division to expand the wellfield. The construction bid for the Wellfield Expansion was publicly advertised on February 14, 2025, in the Charlotte Observer, HUBSCO, the Gaston County website, and Duncan Parnell. A non-mandatory pre-bid was held at the site on February 24, 2025. Sealed bids were publicly opened on March 20, 2025, with the following results:
Contractor Bid Amount
Advanced One Development, LLC $784,550.00
Mountaineer Contractors $888,150.00
Integrity Environmental Solutions $1,307,660.00
Shamrock Construction & Remediation $1,319,570.00
SCS Field Services $1,330,235.00
American Environmental Group $1,605,567.50
In addition to construction, and to comply with State and Federal regulations, Gaston County is required to provide project administration and testing services for construction. HDR Engineering, Inc. of the Carolinas is the engineer of record and will be charged with oversight of the project as it relates to design permit approval, and management of quality assurance and testing. These additional services are required by NCDEQ.
Based on the bids received, this Board Action deems Advanced One Development, LLC as the General Contractor submitting the lowest, responsive, responsible bid. Approval of this Board Action formally selects Advanced One Development, LLC as the successful contractor, directs the County Attorney to draft all necessary contract documents and authorizes the County Manager, or his designee to execute the necessary contracts for construction, oversight, and testing services, and transfers the required funds into the appropriate construction account for expenditure purposes.
