BACKGROUND
The Gaston County Solid Waste and Recycling Division is committed to providing a safe, economical, and environmentally sensitive waste facility for the citizens and businesses of Gaston County that meets or exceeds all applicable state and/or federal regulations. As part of that commitment, the Division continually looks for ways to optimize gas collection, transmission, and power production at the Renewable Energy Center. Over time, more gas is generated in newer areas being filled with waste. Older sections of the collection system are also in need of maintenance and repair. In an effort to best maximize the potential gas recovery from the landfill, the Division requires engineering services to provide guidance for system upgrades and expansion. This includes an assessment of the existing system, design of system repair and expansion, preparing contract documents for bidding and permitting, and construction administration of the project.
North Carolina General Statute (NCGS) §143-64.31 requires the initial solicitation and evaluation of firms to perform architectural, engineering, surveying, construction management-at-risk services, and design-build services (collectively “design services”) to be based on qualifications and without regard to fee.
Solid Waste and Recycling Division staff developed a Request for Qualifications (RFQ) packet for Wellfield Assessment and Expansion in accordance with the statutory requirements and publicly advertised this project beginning on April 14, 2023 with Duncan Parnell, HUBSCO, The Charlotte Observer, Greater Diversity News, and on the Gaston County website. Statements of Qualification (SOQ) submittals were received on May 25, 2023. The four (4) firms submitting SOQs were:
• HDR Engineering, Inc. of the Carolinas
• SCS Engineers
• Geosyntec Consultants of NC, P.C.
• Civil & Environmental Consultants, Inc.
After reviewing the SOQs submitted by the four firms, HDR Engineering, Inc was deemed to be the best qualified for the advertised project.
Approval of this Board Action officially selects HDR Engineering, Inc as the engineer of record for the project listed above. Further, approval of this Board Action authorizes the County Manager, or her designee, to execute the agreement for professional engineering services. No additional appropriations are necessary for this Board Action.
