BACKGROUND

 

Gaston County has grown by about 9% in the past ten years (.9% each year) and is projected to continue to increase by the same rate for the foreseeable future. The surrounding counties have grown at similar rates which is increasing traffic through Gaston County. The Gaston County Welcome Signs are in disrepair in many locations and are in need of updates to match the image and branding currently presented to the public of Gaston County.

The intent of the Gaston County Welcome Signage Project is to replace the existing Gateway Signs with a modern and timeless look. The proposed signage will meet or exceed the look of our surrounding counties. Many of our municipalities have already converted their signage to a more updated look. As a result of their updates, our signage appears further dated/weathered.

On Friday, June 21st we invited 3 firms to bid on the Gateway Signage project. Bids were received on Wednesday July 17th. We received the following bids:

Based on the bids received, Travel & Tourism and Public Works have decided to use Sign Connection, Inc. as the signage installation company submitting the lowest, responsive, responsible bid. Upon receipt of bids staff negotiated with the apparent, responsive, low bidder to reduce the financial impacts of the project. Those negotiations resulted in a final anticipated cost of $198,843.

We request approval of this Board Action formally selecting Sign Connection to perform construction work associated with this project, direct the County Attorney to draft all necessary contract documents, and authorizes the County Manager to execute said documents in an amount totaling $198,843.  Approval of this Board Action would also approve the appropriation of $198,843 out of Travel & Tourism’s Fund Balance and the Transfer of those Funds to the Public Works Department’s Budget in the General Fund.  Public Works will be managing the construction of the signs.
