BACKGROUND

Partners Behavioral Health Management Board of Directors amended their By-laws on March 19, 2020.  As a result of those amendments, population based representation for the Counties in the catchment area was eliminated and Counties will appoint members from the names approved first by the Partners’ BOD to fill vacancies to the thirteen different categories required by NCGS 122C-118-1 for LME/MCO Board compilation.  Consequently, the number of seats for each county can fluctuate from year to year.

Gaston County has three members that have met their term limits and will roll off of the Partners Board on 6/30/2020.  The Partners Board of Directors’ nominating committee has identified appointees to fill these vacancies.  This will result in a reduction of Gaston County representation in 2020 from four (4) members to one (1) member (Commissioner/Designee position).  The following members will roll off:

Mr. Wil Neumann - DHHS Secretary appointment

                     Ms. Pam Poteat - MA/SA/IDD

Mr. Ben Coggins - CFAC Rep Consumer

Gaston County’s appointee allotment may vary year-to-year based on the staggered terms of board members and the constraints of the membership structure specified in the statute.  Each year, the Partner’s nominating committee will seek proposals and recommendations from each county for any vacancies to be considered by the Partners Board of Directors before the appointee is recommended for appointment to the Board of Commissioners in the County which that member resides.

The Clerk to the Board is hereby authorized to make the necessary revisions to the County appointment records.
