BUDGET ORDINANCE IMPACT

Increase General Fund Expenditures by $130,000.

BACKGROUND

 

The Gaston County Humane Society donated $20,000 to the Gaston County Police Department to be used for the purchase of equipment. These donated funds will go toward the purchase of seven Pelter Communication Systems headsets and 3M helmets to be used by the Emergency Response Team.

 

The Gaston County Police Department requests $110,000 of the Federal Asset Forfeiture Program and State Controlled Substance Abuse Tax funds received during the 2016, 2017, and 2018 fiscal years be allocated for the purpose of purchasing additional equipment.

 

A portion of the Federal Asset Forfeiture Program and State Controlled Substance Abuse Tax being allocated will be used to purchase ten body-worn cameras from Axon Enterprise Incorporated (Sole Source Vendor) to be used for the Community Policing Division, K-9 Unit, School Resource Officers, and Police Reserves. These funds will also purchase riot control suits, gas masks and filters, uniform shirts and pants, a hydration liter bladder system, riot batons, equipment holders, utility pouches for Molle System, and ballistic helmets for the Civil Response Unit to use during the Republican National Convention.

 

The Federal Asset Forfeiture Program and State Controlled Substance Abuse Tax funds will also be used to pay liens held by Ally Financial for two vehicles seized by the Gaston County Police Department during a 2019 drug trafficking case in conjunction with the US Postal Service. The lien amounts of $19,500 for the 2016 Nissan Murano (VIN# 5N1AZ2MG8GN125589) and $14,500 for the 2016 Nissan Altima (VIN# 1N4BL3AP8GC169145) must be satisfied so the titles can be released and transferred to Gaston County.
