BACKGROUND

 

The current Fleet Services facility at Osceloa Street is no longer adequate for the growing number of vehicles requiring service. Fleet Services maintains approximately 700 County vehicles and small equipment. The current facility and parking lot do not have enough space to provide necessary storage or to facilitate a proper inbound/outbound workflow. The County purchased the property formerly known as Gashouse Garage at 323 N. Avon St. and the adjacent vacant parcel to expand Fleet Services to better serve the County’s growing fleet maintenance needs.

 

North Carolina General Statute (NCGS) §143-64.31 requires the initial solicitation and evaluation of firms to perform architectural, engineering, surveying, construction management-at-risk service, and design-build services (collectively “design services”) to be based on qualifications and without regard to fee. Gaston County Public Works staff developed a Request for Qualifications (RFQ) packet on December 23, 2021, in accordance with the statutory requirements, and publicly advertised the project beginning December 23, 2021. Statements of Qualification (SOQ) submittals were received on January 19, 2022. Seven firms submitted an SOQ.

After reviewing and ranking the SOQs submitted and in-person presentations and interviews, the architecture firm ADW Architects was deemed to be the best qualified for this project. Approval of this Board Action officially selects ADW Architects as the designer of record for the Fleet Services Expansion & Renovation Project. Further, approval of this Board Action authorizes the County Attorney to draft any necessary contract documents and the County Manager, or her designee, to execute said contract documents. Funds are available in the FY22 capital budget for the award of this project.
