BACKGROUND

The Gaston County Solid Waste Division is committed to providing a safe, economical, and environmentally sensitive waste disposal facility for the citizens and businesses of Gaston County which meets or exceeds all applicable State and/or Federal regulations.  Consistent with the NC Solid Waste Management Rules (15A-NCAC-138), Gaston County is continuing to expand its current landfill site in compliance with Federal Subtitle D regulations which became effective on January 1, 1998.  As existing landfill cells near capacity, new cells are permitted and bid for construction.  Upon completion, these subsequent landfill cells or subcells will provide permitted and compliant landfill space for waste placement.  Over the past few years, Gaston County has excavated soil borrow and secured permits for the Unit II, Phase 2 area.  Unit II, Phase 1 is nearing capacity and additional lined space is now needed.  Space is being used more quickly than anticipated due to increased waste disposal volumes.

 

Construction bids for Unit II, Phase 2 were publicly advertised on September 8, 2016 and a pre-bid conference was held at the site on September 15, 2016.  Sealed bids were publicly opened on September 29, 2016 with the following results:

Based on the bids received, this Board Action deems Triangle Grading & Paving, Inc. as the General Contractor submitting the lowest, responsive, responsible bid.  Approval of this Board Action formally selects Triangle Grading & Paving, Inc. to perform the construction work associated with this project, directs the County Attorney to draft all necessary contract documents, and authorizes the County Manager to execute said documents in an amount not to exceed $3,760,340.70.  Further, approval of this Board Action authorizes the County Attorney to draft all the necessary contract documents and authorizes the County Manager or his designee to execute said documents for HDR Engineering, Inc. to provide construction administration services totaling $408,000.00.  No General Fund appropriations are necessary as a result of this Board Action.
