BACKGROUND

The American Rescue Plan (ARP) Act of 2021 created new Coronavirus State and Local Fiscal Recovery Funds. The Act sets aside $65.1 billion to be allocated to counties based on population and sent directly from the Department of Treasury. Gaston County has received it’s full allocation of $43,612,126. Pursuant to Section 13. 2 of Chapter 159 of the General Statutes of North Carolina, the Gaston County Grant Project Ordinance 2021- 264 for the Gaston County Coronavirus State and Local Fiscal Recovery Funds was adopted in Regular Session by the Gaston County Board of Commissioners on September 28, 2021. This Board Action, if approved, amends Section 2 of the Gaston County ARPA Grant Project Ordinance and accepts and appropriates funds for the following project:

1.                     Mobile Shower/Laundry Unit - 222,200:  The project will support an ongoing collaborative street outreach initiative. The initiative offers a mobile one-stop-shop for unhoused and low-income populations to access social services, healthcare, housing, behavioral health, and other supportive services. It is organized by a collaborative network of nonprofit, government, and faith-based organizations who specialize in providing these services to homeless and low-income populations. There is a demand to host the one-stop-shop at locations across Gaston County, especially in disadvantaged communities or isolated encampments which have difficulty in securing transportation to access services. Specifically, ARPA funds would be used to purchase (1) shower trailer and (1) laundry trailer for the mobile one-stop-shop, as well as additional program supplies such as a tent, table and chairs, portable heater, generator, and storage containers. This equipment will be used to offer immediate relief and mobile hygiene services to unhoused populations. This aligns with the best-practice health equity approach.
