BACKGROUND

The American Rescue Plan Act (ARPA) of 2021 created new Coronavirus State and Local Fiscal Recovery Funds. The Act sets aside $65.1 billion to be allocated to counties based on population and sent directly from the Department of Treasury. In May 2021, Gaston County was awarded $43,612,126 in federal funds to meet urgent community needs in the wake of COVID-19. Pursuant to Section 13.2 of Chapter 159 of the General Statutes of North Carolina, the Gaston County Grant Project Ordinance 2021-264 for the Gaston County Coronavirus State and Local Fiscal Recovery Funds was adopted in Regular Session by the Gaston County Board of Commissioners on September 28, 2021.

 

The Treasury established deadline for the completion of all ARPA projects is December 31, 2026. One of the three positions charged with implementing Gaston County’s ARPA water and sewer projects is now vacant. With 14 months remaining for completion of all ARPA projects and other high priority capital projects scheduled in future years, conversion of the vacant project coordinator position from a temporary position, ending in December, 2026, to a regular County position is needed. This Board Action authorizes the Conversion of the Vacant Position to a Full-time Project Manager Position. The position will be funded with ARPA Funds through December 31, 2026, and funded through chargebacks to Capital Projects.
