BACKGROUND
The 90-acre Dallas Park was constructed in the 1970s and the park includes baseball/softball fields, equestrian facilities, fishing lakes, picnic shelters, tennis courts, and a historic village. The Board of Commissioners authorized the submission of the 2019 NC Parks and Recreation Trust Fund (PARTF) grant application in the amount of $250,000 (File # 19-121). The approved PARTF funds have been used to complete projects in the Board of Commissioners approved Dallas Park Master Plan including the purchase of splash pad equipment and a pre-engineered restroom.
Gaston County has purchased a pre-engineered restroom and splash pad equipment. The supplier of the restroom will deliver and place the building. The splash pad equipment has been purchased by Gaston County from a separate supplier. The General Contractor under this contract award is responsible for:
Project and contractor coordination, permits, sequencing of installation with Owner's separate contractors, delivery of equipment and unloading/storing at the site, connections of equipment to new and existing infrastructure, inspections, making the sites(s) pad ready to receive the equipment, utility rough-ins, final approvals, certificate of occupancy, and warranty.
The project was publicly advertised, and bids were received on November 30, 2021. One bidder was present. The project was re-advertised, and bids were publicly opened December 16, 2021. A total of two (2) bidders submitted proposals and the results are below. Quinn Sales submitted the apparent low, responsive, responsible bid of $348,140.25.

Approval of this Board Action formally awards the project to Quinn Sales, Inc. to perform the work associated with the project, directs the County Attorney to draft all necessary contract documents, and authorizes the County Manager or her designee to execute said documents for an amount of $348,140.25. Quinn Sales, Inc. has identified 0% HUB/MWBE participation on this project. Quinn sales submitted documentation of good faith effort outreach to contract with minority businesses.
