BACKGROUND
In May 2021, Gaston County was awarded $43,612,126 in American Rescue Plan Act (ARPA) federal funds to meet urgent community needs in the wake of COVID-19. On April 26, 2022, Resolution 2022-141 approved and appropriated funds for the North Belmont Park Water Supply Project. On April 26, 2022, Resolution 2022-145 authorized the execution of a professional services contract with Armstrong Glen for the design of the waterline infrastructure. On November 12, 2024, Resolution 2024-394 appropriated additional funding for construction of the North Belmont Park Water Supply Project.
The North Belmont Park Water Supply Project was publicly advertised on February 19, 2026, and bids were received and publicly opened on March 17, 2026. A total of six (6) bidders submitted bids. The results are below. Ed Wallace Construction, Inc. submitted the apparent low, responsive, responsible bid in the amount of $3,416,187.50. Ed Wallace Construction, Inc. has identified 4% HUB/MWBE participation for this project.
