BACKGROUND

Gaston County operates South Point Access, a park located at Lake Wylie in Belmont, which offers walking trails, fishing piers, picnic shelters, restrooms, event shelters, and a swim beach. NC Wildlife Resources Commission operates a boat launch area at South Point Access. Resolution 2023-254 was approved on July 27, 2023, for operational purposes of the facility and included an appropriation of funds for professional services to design Phase 4. In order for Gaston County to better oversee and operate the park and prepare for future phases, Resolution 2024-032 was approved on January 23, 2024, to execute a professional services contract for the design of Phase 4. Design and bidding are complete and will encompass necessary infrastructure improvements, utility connections, road widening to facilitate optimal traffic flow, security access controls and a guardhouse. A significant portion of this phase includes strategic investment in infrastructure, designed to support both future development phases and the integration of planned amenities.

The South Point Access Phase 4 project was publicly advertised on December 17, 2025. An insufficient number of bids were received on January 13, 2026. Per NCGS §143-132, the project was readvertised on January 14, 2026, and bids were received and publicly opened on January 28, 2026. A total of four (4) bidders submitted bids, and the results are below. Rushing Contracting Group, Inc. submitted the apparent low responsive, responsible bid in the amount of $1,877,400.36.

Approval of this Board Action awards the project to Rushing Contracting Group, Inc. to perform the work, directs the County Attorney to draft all necessary contract documents, and authorizes the County Manager, or his Designee, to execute said documents. No additional appropriations are necessary as a result of this Board Action. Rushing Contracting Group, Inc. has identified 30% HUB/MWBE participation for this project.
