BACKGROUND
The Gaston County Solid Waste and Recycling Division is committed to providing a safe, economical, and environmentally sensitive waste disposal facility for the citizens and businesses of Gaston County that meets or exceeds all applicable State and/or Federal regulations. Consistent with the NC Solid Waste Management Rules (15A-NCAC-13B), Gaston County has begun closure of the Construction and Demolition (C&D) Landfill. The construction bid for C&D Closure was publicly advertised on February 14, 2025, in the Charlotte Observer, HUBSCO, the Gaston County website, and Duncan Parnell. A non-mandatory pre-bid was held at the site on February 24, 2025. Sealed bids were publicly opened on March 31, 2025, with the following results:
Contractor Bid Amount
Morgan Corporation, T/A $6,062,770.00
Shamrock Construction and Remediation, LLC $6,537,794.00
Mountaineer Contractors, Inc. $6,661,996.40
Triangle Grading & Paving, Inc. $7,679,340.00
CBP Environmental, Inc. $8,027,523.03
In addition to construction, and to comply with State and Federal regulations, Gaston County is required to provide project administration and testing services for construction. HDR Engineering, Inc. of the Carolinas is the engineer of record and will be charged with oversight of the project as it relates to design permit approval, and management of quality assurance and testing. These additional services are required by NCDEQ. The projected cost for this portion of the project is approximately $275,000.
Based on bids received, this Board Action deems Morgan Corporation, T/A as the General Contractor submitting the lowest, responsive, responsible bid. Approval of this Board Action formally selects Morgan Corporation, T/A as the bid winner, directs the County Attorney to draft all necessary contract documents and authorizes the County Manager, or his designee, to execute necessary contracts for construction, oversight, and testing services, and transfers the required funds into the appropriate accounts for expenditure purposes.
