BACKGROUND

On February 28, 2023, the Gaston County Board of Commissioners approved Resolution 2023-081 to authorize acquisition of the property located at 110 W. Main Ave., Gastonia and appropriate funding for the design and upfit of the space. On April 25, 2023, the Board approved Resolution 2023-149 selecting Creech & Associates, PLLC as the architect of record to design the space. The upfit provides additional purpose-driven space to support County operations, including the Public Information Office (PIO) and the Office of Capital Improvements (OCI), which manages large capital projects requiring coordination meetings with consultants and stakeholders. The space also accommodates pre-bid meetings, offering contractors a centrally located, easily accessible venue without additional security barriers, allowing them to review project details and finalize bid documents efficiently prior to submission deadlines. Additionally, the upfit will provide office and meeting space to support other County departments.

The County successfully acquired the property located at 110 West Main Avenue, completed all necessary architectural and engineering design work, and received a finalized construction bid for the Administration Annex project. Based on the recent competitive construction bid, $1,338,677 in additional funding is required to bridge the remaining funding gap and complete the project. The Board previously approved the discontinuation of the GEMS awning project and the emergency fueling station project and ordered that all remaining unexpended funds from those closed accounts be temporarily placed into a designated holding account. Those discontinued projects serve as the intended funding source, and a formal budget reappropriation is now necessary to transfer the $1,338,677 out of the General Government Capital Fund - Future Capital Expenditures Account and allocate it directly to the Administration Annex project budget. Board Action 26-066 was tabled on February 26, 2026. Because the project's bid opening occurred some time ago, we must resubmit our plans to the Downtown Review Committee (DRC) and reapply for the zoning permit. This additional work will result in a minor increase to our professional services agreement.

The Administrative Annex Upfit project was publicly advertised on January 16, 2026, and sealed bids were received and publicly opened on February 12, 2026. A total of six (6) bids were received, and the results are below. Cinderella Partners, Inc. submitted the apparent low responsive, responsible bid in the amount of $1,740,335.80.

Approval of this Board Action awards the project to Cinderella Partners, Inc. to perform the work, directs the County Attorney to draft all necessary contract documents, and authorizes the County Manager, or his Designee, to execute said documents. Further, approval of this Board Action directs staff to reappropriate $1,338,677 from the General Government Capital Fund - Future Capital Expenditures Account and move forward with completion of the Administration Annex project.
