BACKGROUND

Resolutions 2025-402 and 2026-040 were approved by the Board to select Moseley, Inc. and execute the professional services contract for the Gaston County Detention Center Needs Assessment.

Moseley, Inc. with the assistance of the Sheriff’s Office and Office of Capital Improvements, completed a Space Needs and Conditions Assessment in August 2026. To provide information for the Board to consider in determining whether and how to proceed with an expansion, the study findings should be presented together with estimated staffing and operating costs necessary as a result of the additional space. The estimated construction cost is important in the decision-making process, but long-term operating costs are also needed to allow a more informed decision.

Staff recommends inviting Moseley, Inc. to a future Board meeting to present the assessment findings.  Staff also recommends an amendment to Moseley’s contract to work with the Sheriff and County staff on a preliminary staffing baseline and estimate the additional annual operating costs associated with the proposed expansion. This information would allow the Board to consider the estimated construction cost, potential debt service, staffing requirements, and ongoing operating impact together before selecting an expansion option.

The Board previously approved the discontinuation of the GEMS awning project and the emergency fueling station project and ordered that all remaining unexpended funds from those closed accounts be temporarily placed into a designated holding account. Those discontinued projects serve as the intended funding source, and a formal budget reappropriation is now necessary to transfer the $85,000 out of the General Government Capital Fund - Future Capital Expenditures Account and allocate it directly to the Jail Needs Expansion Project.

Approval of this Board Action reappropriates additional funding needed, authorizes staff to execute an amendment to Moseley’s contract to assist with staffing and operating costs, and authorizes staff to schedule a presentation to the Commission once the additional scope of work is complete.
