BUDGET ORDINANCE IMPACT

Transferring accumulated funds from Fund Balance Appropriated Account to Agriculture Center Volunteer Fire Department Subsidies Account

BACKGROUND

On occasion funds accumulate in fire district taxing accounts through the realization of past taxes being collected, property revaluation between budgets and account interest earned.  This action will transfer such accumulated funds to Agriculture Center Volunteer Fire Department, so that they may make operational upgrades.  At the February 15, 2017 Fire Advisory Board Meeting, Chief Steve Wilkinson submitted a spending plan (see attached), which was based on a miscalculated amount ($87,431) submitted to Ag Center by County Finance as the amount of their Reserve Fund.   Agriculture Center VFD is requesting approval to ask the Commissioners to release $61,113 (the corrected amount) of their reserve money to them.  Ag Center will use the reserve funds toward the cost of three full sets of Hurst eDraulic tools. The amount not covered by the reserve funds will be supplemented by their general operating budget.  Each set consists of a spreader, cutter and telescoping ram.  Each tool also comes with two batteries and a charger.  They will also be purchasing an electric cord adapter for each set of tools.  These tools will be replacing tools that over time and repeated use have become a maintenance problem.  Existing tools were purchased from Phoenix Rescue and that company is now out of business and no service or replacement parts are available. Barry Wilson made a motion to recommend to the Commissioners that they release $61,113 reserve funds to Agriculture Center.  Bryan Robinson seconded the motion.  There was no further discussion or opposition.  The vote was unanimous.  The motion carried.
