BACKGROUND

ACCESS Transportation System (ACCESS), having oversight for transportation services for Gaston County Health and Human Services and outside agencies, requested proposals for the provision of overflow contracted transportation services beyond what they may be able to provide. The competitive Request for Proposals (RFP) was conducted for ACCESS overflow transportation for Medicaid Non-Emergency Medical Transportation (NEMT).

The contract does not have an award dollar amount since our contracts only set the rates, and reimbursements for Medicaid NEMT are through a state system called NC Tracks. There can be more than one contract awarded for NEMT services.

* RFP #2023-TRANS001 was publicized on the County's website, Gaston Gazette, and on the NC DOA Historically Underutilized Businesses (HUB) site to meet the UG affirmative steps to solicit from MWBE.

* The RFP process was conducted in accordance with the approved ACCESS Procurement Policy Resolution #2019-177 File #19-210.

* Five (5) proposals for Medicaid NEMT services were received on 12/22/2023 for RFP #2023-RANS001. Proposals were evaluated by three reviewers on 1/24/2024 and only on criteria outlined in the RFP documents.

* The proposal for Foothills Transit was not considered and not scored due to the proposer not completing the RFP documents as instructed and there was no authorized signature on the pricing structure which eliminates the proposal for consideration.
